Boeing is seeking a Trade Control Specialist (Experienced or Senior) to join our Boeing Global Trade Controls team. The Trade Control Specialist supports the company’s global trade compliance program by ensuring adherence to export and import control laws and regulations.

This position is located in Wichita, KS; Seattle, WA; Renton, WA; Everett, WA; North Charleston, SC or Tulsa, Ok.

This role is at Spirit AeroSystems, Inc. a wholly owned subsidiary of The Boeing Company, supporting Spirit’s Commercial Business Units (“Spirit Commercial”). Spirit Commercial designs and builds commercial aerostructures, including for Boeing Commercial Airplanes, one of Boeing’s three business units and the premier manufacturer of commercial jetliners for decades. Spirit Commercial’s core products include fuselages, pylons, nacelles and wing components, with a focus on innovative composite and aluminum manufacturing solutions.

This role collaborates with internal organizations to develop and execute trade control (export and import) strategies and requirements, obtain required authorizations/licenses, and leverage best practices to strategically manage risks.

Position Responsibilities:

  • Develops and drives trade control strategies to enable business execution.
  • Develops and maintains collaborative relationships with business partners and peers.
  • Supports development, implementation and administration of Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR) export licenses throughout the export life-cycle.
  • Defines, develops, and implements import and export control processes and solutions.
  • Interprets and applies U.S. Code of Federal Regulations (CFR) requirements to company import/export activities, including: CFR 15 (EAR), CFR 22 (ITAR), CFR 19 (U.S. Customs Duties).
  • Identifies trade compliance risks, escalates findings as appropriate, and develops mitigation plans.
  • Prepare and submit export license applications through systems such as SNAP-R and DECCS.
  • Provides training, guidance, and technical expertise to internal stakeholders on trade compliance requirements.
  • Oversees customs broker to ensure compliant and timely entry filings, maintains the broker relationship, and monitors broker performance.
  • Assists in the administration of Spirit’s duty drawback program.
  • Acts as company liaison with U.S. Customs and other government agencies.
  • Classifies goods, services, and technology under Harmonized Tariff Schedule (HTS), applicable EAR Export Control Classification Numbers (ECCNs) or ITAR category.
  • Conduct regular audits of Trade Compliance systems and processes to ensure compliance and continuous improvement.
  • Communicates effectively across all levels of management and external organizations.

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s degree in international business, supply chain, legal studies or related field
  • 3+ years of experience in export and/or import compliance, global trade compliance, or a related field (e.g. Program Manager, Contracts, Engineering, Supply Chain Management or Logistics)
  • Experience with U.S. import and export laws and regulations (Export Administration Regulations, International Traffic in Arms Regulations, Office of Foreign Assets Control) or Customs
  • Experience participating in compliance assessment activities supporting global trade controls matters
  • Experience communicating effectively both verbally and in writing
  • Ability to travel up to 10% of the time

Preferred Qualifications (Desired Skills/Experience):

  • 5+ years of relevant experience or an equivalent combination of education and experience
  • Experience with Customs – Trade Partnership Against Terrorism (CTPAT)
  • Trade Compliance industry specific training, e.g., AEO, ITAR, BIS, Export / Import Controls, etc.
  • Experience in import/export compliance, international trade, or customs brokerage
  • Experience with export licensing procedures for controlled goods and technology
  • Experience applying HTS and Export Classifications to goods, technology, and services
  • Background in aerospace, defense, or manufacturing industry a plus
  • Project management experience
  • Experience writing trade control authorities / export licensing

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range Experienced (Level 3): $84,150 - $129,950

Summary pay range Senior (Level 4): $104,550 - $162,150

This position must meet U.S. export control compliance requirements. To meet U.S. export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.62 is required. “U.S. Person” includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee.
