Boeing is seeking a highly motivated and adaptable Project Management Specialist to join our Test & Evaluation team in Tukwila, WA. This role will serve as the primary project lead for test and evaluation efforts, responsible for planning, integrating, and controlling schedules, budgets, scope, and technical deliverables to ensure programs meet customer, regulatory, and company requirements. 

In this position, you will develop and maintain integrated project plans and schedules, translate technical test objectives into coordinated milestones and deliverables, and drive execution from initiation through closeout. You will lead program performance reporting and analysis, identify and manage risks and issues, and develop recovery and corrective action plans to protect cost, schedule, and technical baselines. You will coordinate cross-functional teams across engineering, fabrication, procurement, finance, suppliers, and customers. You will act as the primary point of contact for stakeholders, and ensure configuration and change control, documentation, and lessons-learned capture are in place. You will also provide oversight to ensure alignment between test activities and program objectives, while promoting continuous improvement in planning, reporting, and execution practices. 

The ideal candidate will combine program management experience with excellent communication and stakeholder management skills, a proactive drive to remove obstacles, and a focus on delivering results with urgency and accountability. 

Our teams are currently hiring for a broad range of experience levels including Experienced, Lead, and Senior Level Project Management Specialist.

Position Responsibilities:

  • Develop, maintain, and integrate project plans and the Integrated Master Schedule (IMS) to drive test program execution from initiation through closeout

  • Apply Earned Value Management (EVM) principles to prepare performance reports, analyze schedule/cost variance, and support corrective action and recovery plans

  • Produce program status reporting, metrics, and executive briefings that clearly communicate progress, risks, and recommended actions

  • Identify, assess, and manage risks and issues; develop and track mitigation plans and escalation paths

  • Lead configuration and change control processes, document baseline impacts, and communicate approved changes to stakeholders

  • Coordinate cross-functional teams across engineering, fabrication, procurement, finance, suppliers, and customers to secure commitments and remove execution impediments

  • Oversee supplier coordination and contract deliverable tracking, including schedule integration and change coordination

  • Ensure test activities and deliverables align with program requirements and expectations

  • Facilitate technical and programmatic decision forums, capture action items, and drive closure

  • Capture and publish lessons learned, contribute to continuous improvement of planning and reporting practices, and implement process enhancements

  • Exhibit self-motivation and a sense of urgency, taking ownership of projects to drive successful outcomes

Basic Qualifications (Required Skills/Experience):

  • 3+ years of experience in program or project management

  • 3+ years of experience developing and maintaining integrated resource-loaded project schedules, including the use of project management tools and software such as MS Project, Milestones, Primavera, Open Plan Professional, etc.

  • 3+ years of experience with Estimates at Completion, Data Analysis, and/or Budgeting/Cost Performance Reporting

  • 1+ years of experience leading or managing multi-disciplinary engineering projects or teams

  • 1+ years of experience leading or managing program performance utilizing Earned Value Management (EVM)

Preferred Qualifications (Desired Skills/Experience):

  • Level 4: 5 or more years' related work experience or an equivalent combination of education and experience

  • Level 5: 10 or more years' related work experience or an equivalent combination of education and experience

  • Project Management Professional (PMP) or equivalent program/military project management certification (PgMP); Agile/Scrum certification where applicable 

  • Prior aerospace project management experience with emphasis on engineering and test programs 

  • Direct experience implementing or supporting Earned Value Management Systems (EVMS), including Cost/Schedule integration, Integrated Master Schedule (IMS), and Cost Performance Reports (CPRs) 

  • Experience with contract management and coordination with prime/subcontractor teams, including SOW interpretation and contract change control 

  • Experience with systems engineering processes, including requirements management and verification & validation 

  • Experience with configuration management processes and tools 

  • Experience with risk management frameworks and tools (risk registers, mitigation planning, FMEAs) 

  • Working knowledge of Microsoft 365 tools, including SharePoint and Power BI 

  • Experience leading project management teams or providing technical oversight and mentoring

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary Pay Range Experienced level (Level 3): $101,150 – $136,850

Summary Pay Range for Lead level (Level 4):  $126,650 – $171,350

Summary Pay Range for Senior level (Level 5):  $156,400 – $211,600
