The Boeing Company’s Talent Analytics and Innovations team is seeking a Senior Technical Program Management Specialist to drive excellence within our People Analytics organization, with a focus on Cloud Modernization, Artificial Intelligence (AI), Product and UX, and Strategy. Our team is open to a broad range of experience levels including Level 4 and Level 5 Specialists to find the best fit for this position. This role can be based in Seattle, WA, North Charleston, SC, Berkeley, or Arlington, VA.

The Technical Program Management Specialist will lead complex, cross-functional programs and strategic initiatives across the People Analytics and Innovations organization. This role spans cloud modernization, AI/Machine Learning (ML), product-led user experience, and strategic integration—driving end-to-end delivery from strategy and roadmap definition through design, build, deployment, and post-launch operations. This role partners with Product, UX, Data Engineering, ML, Cloud, Security, Human Resources, and business stakeholders to define and execute an integrated portfolio that delivers measurable people insights and innovation.  The ideal candidate will have excellent stakeholder management, executive communication, and cross-functional leadership skills.

Position Responsibilities:

  • Partner with senior leadership to define and operationalize People Analytics and Innovations strategy, priorities, and success metrics across the organization, translate it into prioritized roadmaps and business cases

  • Translate strategic objectives into a clear, prioritized program and product roadmap; reconcile tradeoffs among scope, cost, time, risk, and user value

  • Develop and maintain integrated program plans, schedules, and governance across Product, UX, Data Engineering, ML, Cloud, Security, Human Resources, and partners

  • Manage portfolio intake, evaluation, and prioritization processes; maintain a roadmap that balances near-term delivery, technical debt, and long-term platform investments

  • Drive agile delivery (PI planning, sprint cadence, backlog prioritization), ensuring UX research and acceptance criteria are embedded

  • Manage program and delivery of cloud modernization, data platform, and MLOps deployments with security, compliance, and production readiness

  • Manage cross-team integrations, risk registers, change control, and stakeholder communications; produce executive reports and recovery plans

  • Lead technical and organizational integration across the People Analytics ecosystem: data sources, models, APIs, tooling, and platform services

  • Coordinate vendor, partner, and third-party integrations and manage contracts and Service Level Agreements as needed

  • Oversee post-launch handover, training, operational runbooks, and lessons-learned capture

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s Degree or higher

  • 5+ years of experience in program or project management delivering complex technical and strategic programs

  • 5+ years of experience with user-centered design

  • 5+ years of experience creating and developing strategy plans including translating strategy into roadmaps, business cases, and measurable outcomes

  • 5+ years of experience working with agile development at scale (e.g. SAFe or similar)

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor’s degree in Computer Science, Engineering, Business, Design, or related field; MBA or advanced degree and PMP/SAFe/Product certifications are a plus

  • 10+ years of related work experience or an equivalent combination of education and experience

  • Experience leading cloud modernization, enterprise data platform, and ML/AI initiatives (AWS preferred/Azure/GCP)

  • Experience with MLOps, data pipelines, model governance, and HR data privacy/regulatory concerns (GDPR/CCPA)

  • Experience with people/HR data, HRIS integrations, and handling confidential data

  • Experience with metadata/catalog tools (Amundsen, DataHub, Collibra)

  • Experience with Machine Learning (ML) workflows/MLOps supporting people analytics models

  • Experience leading technical transformations or platform consolidations

  • Experience managing a portfolio
