Business Development Senior Manager

Location: Dubai, United Arab Emirates

Position Purpose and Responsibilities:

Boeing has an opportunity for a Manager of International Business Development for Boeing Defense Space & Security (BDS) in Dubai, UAE. This individual will report to the Senior Director for the International Business Development (IBD) Middle East, Türkiye & Africa region. The successful candidate will be required to develop win strategies and execute campaign plans that lead to international growth and sales for our defense products, services, training, technical publications, simulations, and global distribution offerings. This individual will interface with a diverse and geographically dispersed team of Business Development professionals around the globe and directly support a team of Business Development professionals, driving the team to meet or exceed sales goals.

The individual will work closely with business unit capture team leads representing the primary BDS product families (Air Dominance; Vertical Lift; Mobility, Surveillance & Bombers; Space Intelligence & Weapons Systems; and Phantom Works); Boeing Global Services (BGS) products and services; and in cooperation with Boeing Global regional activities. The individual will provide service and “Voice of Customer” to internal stake holders including business development, program management and leadership. This service will help stakeholders understand and prioritize customer requirements, drive the product development process to meet customer needs, understand customer acquisition processes and budget cycles, influence the opportunities the team pursues, and set the course for BDS & BGS growth over the next 10 years.

The individual will support internal processes to include strategic business planning, program execution and Boeing's Integrated Business Acquisition Process (IBAP). The successful candidate will be required to have or develop relationships with local governments, defense, industry, and the US Embassy / Office of Military Cooperation. The individual should be knowledgeable of Direct Commercial Sales (DCS), Foreign Military Sales (FMS), Foreign Military Financing (FMF) and Cooperative Programs processes, as well as International Traffic in Arms Regulations (ITAR). The individual can expect travel (international) in support of regional responsibilities.

Position Responsibilities:

The successful candidate will perform the following duties:

  • Leverage resources and knowledge of Boeing products, services offerings, distribution capabilities, data management, training, simulations, and technical publications processes and operations to support customer commitments and confidence, shape customer needs/expectations and gain competitive advantages.
  • Support annual Long Range Business Plan targets and shape pipeline opportunities three to ten years out.
  • Develop strategies based upon in-depth knowledge of customer business, culture, geopolitical environment, acquisition processes, budget cycles, and requirements to shape emerging customer requirements. Leverage Boeing capabilities and work with core functions to qualify future pipeline opportunities.
  • Accountable for helping set priorities from a sales and resources perspective for products, international services, training, and distribution programs.
  • Support a diverse team in pursuit of BGS and BDS opportunities, while executing strategies and tactics that foster business growth.
  • Build strategic relationships with customers and international partners including US, partner nation Govt and industry.
  • Support the campaign mapping to facilitate Boeing participation in future defense requirements, budgets, planning, and the opportunity for international government and defense procurement globally.
  • Maintain relationships with US Government representatives in region (US Embassy, Office Military Cooperation (OMC) and US Military Training Missions (USMTM).
  • Maintain relationships with in-country Government representatives, Defense Services (MoD, AF, Navy, Army) and local industry.
  • Support development of campaign strategy and capture plan for assigned campaigns.
  • Primary area of responsibility includes Egypt and Türkiye, with additional support to Morocco, Bahrain, Jordan, Lebanon, Oman and African Subcontinent.
  • Communicates confidently and persuasively with a clear sense of audience and appropriate tone. Demonstrates logical thought processes in communications. Articulates complex issues in a concise manner.
  • Write / update recurring business development administrative reports (weekly update, country overview paper and individually focused meeting papers). 

Basic Qualifications (Required Skills/Experience)

  • Middle East regional experience.
  • Ministry of Defense or Military Service Veteran and / or relative industry experience.
  • Demonstrated experience in effective verbal and written communication in English.
  • Extensive experience supporting defense business development opportunities and delivering results in a complex matrix environment in support of business and mission critical requirements.
  • Foundational knowledge on fixed wing and rotary wing military aircraft, weapons, and supporting technologies to include service-related products from transactional sales to Performance Based Logistics (PBL) programs.
  • Proven customer relationship building skills and the ability to influence solutions based upon customer needs.

This position will be required to travel (up to 25%), and work in a global team with regular participation in international calls / meetings with US based program teams (outside of standard business hours).

Preferred Qualifications (Desired Skills/Experience)

  • Air Force operations and acquisition experience.
  • Understanding of local norms and culture (Egypt / Türkiye).
  • Arabic language skills.
  • Experience as Capture Team Lead.
  • Experience with MS Office tools (Word, PowerPoint, Excel, cloud-based office environment tools).

Relocation:

Limited relocation assistance is negotiable benefit for this position.  Candidates expectation is to live in local area in or near Dubai (negotiable for another Middle East based Boeing facility (Abu Dhabi, Doha, Riyadh)).

This requisition is for an international, locally hired position in Dubai, UAE. Benefits and pay are determined at the local level and are not part of Boeing U.S.-based payroll. Benefits will be commensurate with experience and qualifications and in accordance with applicable UAE law. Employment is subject to the candidate's ability to satisfy all UAE, Egypt and Türkiye labor and immigration formalities.
