Leadership Competencies:

  • Provides management oversite of employees performing engineering and technical activities in the areas of Test and Evaluation Engineering.

  • Develops and executes business plans, policies and procedures and develops organizational and technical strategies in accordance with business strategy and execution procedures.

  • Acquires resources, provides technical management of suppliers and leads process improvements.

  • Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports.

  • Provides oversight and approval of technical approaches, products and processes.

  • Manages, develops and motivates employees.

  • Applicable and appropriate educational/certification credentials from an accredited institution and/or equivalent experience is required.

Technical Leadership Competencies/Activities/Required Skills:

  • Has knowledge of established policies and procedures that typically affect non-management employees. Knowledge of skills and abilities required by non-management employees to accomplish daily operational responsibilities.

  • Ensures that projects are completed on schedule and within budget. Has impact to own discipline or work unit. Decisions would impact the ability to achieve results and/or schedules. Directs daily operations of the work unit.

  • Frequent contacts with internal personnel and external representatives concerning operations, scheduling or specific phases of projects or contracts. Interacts primarily internally non-management employees, peers and other supervisors.

  • Ability to accomplish results through non-management employees who may or may not exercise significant latitude and independence in their assignments. Often heads a work unit. Assignments are often task or activity oriented.

  • Skilled in advising a work unit regarding tasks, projects and operations. Actively involved in daily operations only when required to meet schedule or resolve complex problems. Directly manages non-management employees in daily operations.

Design Concepts & Techniques

  • Advanced knowledge of design concepts and techniques (e.g., concurrent engineering, Design for Manufacture/Assembly [DFM/A]).

Engineering Processes

  • Knowledge of responsibilities and tasks performed by various Engineering departments/disciplines (e.g., design, test, software, technology, avionics). Knowledge of the interaction between departments/disciplines and how their products/processes affect one another and impact non-engineering processes (e.g., Operations, Logistics, Business).

Engr Knowledge/Comprehension

  • Knowledge of various engineering disciplines such as electrical, mechanical, and systems. The ability to communicate with technical personnel from multiple skill areas and functions to evaluate technical information and issues impacting design, production, and support of products, services, or other deliverables.

Systems Thinking

  • Ability to understand the big picture and the inter-relationships of all positions and activities in the system, including the impact of changes in one area on another area. This includes the ability to see and understand the inter-relationships between components of systems and plans, anticipate future events, and apply the principles of systems thinking to accelerate performance.

Test Program Design

  • Knowledge of test program design (e.g., design of experiments, test plan development, validation).
