The Boeing Company is hiring for an Engineering Manager to join the C-17 Engineering group located on Charleston Airforce Base, SC.  This individual will oversee, manage, and lead a diverse multi-disciplined team of approximately composed of avionics, electronic, electrical, automated test equipment, liaison, and cybersecurity engineers located at this location and across 9 USAF C-17 Operational bases and San Antonio C-17 Depot.  This position will lead and directly engage with USAF Maintenance and Flight crews, USAF C-17 Systems Program Office, and Global based Boeing engineering teams to provide safe, rapid and direct support to C-17 global mission success and readiness, drive optimization of C-17 operations and meet contract requirements.  This Manager will be an integral part of a global on-site engineering leadership team with engineering personnel located across 16 USAF Operational bases, 4 USAF Enroute bases, 8 Foreign Military Bases, and 2 Depot locations. 

Position Responsibilities:

  • Oversee, manage, and lead a multi-skilled electronic, electrical, automated test equipment, and cybersecurity engineering team located at eastern US C-17 operational bases and airframe depot sites.
  • Provide technical support and sustainment of our C-17 USAF Operational-based aircraft, systems & equipment – ensuring rapid and safe resolution to atypical mission and/or modification issues.
  • Cultivate collaboration, teamwork, and daily interchange with our C-17 USAF MAJCOM Maintenance, Flight Operations, SPO Engineering customers, and Boeing San Antonio Maintenance and Modifications leadership.
  • Provide technical leadership, cross-site collaboration, and prioritization for the development and release of safe, responsive and First Time Quality (FTQ) engineering dispositions, analyses, and reports to C-17 mission success and aircraft readiness requirements.   
  • Facilitate and prioritize engagement/responsiveness via teaming, informal training (class or flight line venue), trend analyses, formal & informal reports that align/support with customer imperatives.  When beneficial, drive maintenance concept, component maintenance manual and/or technical order. improvements, and C-17 Automated Test Equipment (CATE) Test Program Set (TPS) improvements
  • Provide and cultivate sustained support and innovative optimization of organizational and cross organizational sustainment tasks, improvement initiatives, and contract requirements.
  • Maintain awareness and proficiency across USAF/FMS Life Cycle Management, Operational Safety, Suitability and Effectiveness (OSS&E), and Military Aircraft Airworthiness (MAA) regulations, policies and requirements.
  • Support and prioritize Systems Engineering efforts to develop, implement and sustain critical C-17 G3 contract processes, on-time deliverables (CDRL’s), first time quality (FTQ), and improvement of critical and enabling automated systems.
  • Support SR MGR, cross-site (US & International operational locations, Depot, Repair, Overhaul and Build suppliers, and Southern California located engineering groups) organizational integration and mission cohesiveness.
  • Collaborate with C-17 Engineering Managers & teams to Identify and highlight C-17 mission & sustainment successes, negative trends, and define and address areas of improvement enabling the capture of new business requirements/opportunities.
  • Support development of integrated organizational plans focusing on engineering skill utilization, improved policies and procedures, and development of C-17 Engineering business and technical strategies, goals, objectives.
  • Lead and support the development and motivation of entry to experienced level employees.
  • Support C-17 Delegation of Engineering Authority (DEA) program Chief Engineer in the management and oversight of this critical C-17 engineering and global wide personnel certification effort maintaining compliance with program and contracted Airworthiness requirements and associated contract reporting and yearly Airworthiness Assessment reviews.
  • Encourage and reward curiosity, creativity, continuous improvement and innovation while remaining focused on the customer's requirements and expectations.
  • Support C-17 Engineering based Cost Account Managers (CAM) and Earned Value Management (EVM) to assure financial and business imperatives are met.

Basic Qualifications (Required Skills/Experience):

  • 3+ years of experience in an engineering technical lead or management role.
  • 3+ years’ experience working across functional groups and engineering disciplines on a Military aircraft program.
  • 1+ years of experience with diagnosing, repairing and troubleshooting avionic/electronic and electrical systems, and software test program test set software/equipment testing. 
  • 1+ years’ experience of formal engineering mentoring, development and/or certification processes/programs.
  • 1+ years of experience with systems engineering, configuration management, and quality management functions, processes and requirements
  • Experience synthesizing program/project/SOW requisition into actionable and measurable tasks.
  • Experience on the flight line and/or base maintenance.
  • Experience with systems engineering, configuration management, and quality management functions, processes and requirements.
  • Capable of traveling up to 30% of the time.
  • 1+ years of prior C-17 experience

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor's Degree or higher in Engineering.
  • Current Secret clearance highly desired.
  • 3+ years of experience on C-17 engineering and existing engineering technical network across engineering groups/skills.
  • 3+ years of experience working on C-17 design/repair (Operational, Depot, Repair/Overhaul, and/or Build/Manufacturing) for avionic/electronic/electrical systems.
  • 1+ years of experience working within, or in support of, Automated Test Equipment (ATE) processing of military/commercial Line replaceable Units (LRU) and/or equivalent intermediate/avionics test/back shop repair and testing.
  • 1+ years of experience with direct involvement in mentoring, developing, evaluating, and qualifying/certifying engineering personnel across various disciplines and/or functions.
  • 1+ years of experience developing and applying engineering processes, procedures and process-based metrics to drive efficiency.
  • 1+ years working knowledge of USAF Airworthiness (MIL-HDBK-516), Life Cycle Management (63-1201 & -1202), and Foreign Military Airworthiness regulations.
  • Experience with/in USAF operational and/or depot Aircraft Maintenance, Maintenance concept development, Repair, and Overhaul environments.
  • Familiarity with USAF Military Life Cycle management and/or Integrity Program standards, policies and procedures (Commercial Federal Aviation Administration (FAA) and FMS based MAA awareness can also be applied).
  • Familiarity with AFMAN 17-1303 (or industry equivalent) cybersecurity roles, responsibilities and certification. 
  • Awareness of the C-17 Delegation of Engineering Authority (DEA) program or similar Boeing, FAA or Military Airworthiness Authority engineering personnel certification program. Industry based Material Review Authority (MRA/MRB) experience, applied to engineering personnel, also applicable.
  • Ability to understand and convey the big picture and the inter/Intra-relationships of skills and activities at the system and aircraft level, including the impact of changes in one area on another area.
  • Ability to communicate complex concepts clearly across different audiences and varying levels of the organizations/Military ranks to convey product design/repair design strategies.

Summary pay range: $129,200 – $174,800
