Phantom Works has an exciting opportunity for a Program Management - Business Operations Lead to join the Business Operations Team in Berkeley, MO. The newly formed Phantom Works Business Operations Team is focused on enabling Program Excellence, Data Driven Decision Making, and Optimization & Efficiency initiatives across the division.

The Phantom Works Business Operations Lead will report to the Phantom Works Chief of Staff and serve as a direct interface to programs across Phantom Works, providing essential guidance and support as Program Managers lead their programs through critical processes and procedures. The Business Operations Lead will help lead a growing team, including a business operations specialist and business analyst.

This role offers the unique opportunity to help programs successfully implement Program Management Best Practices (PMBPs), execute the Enterprise Standard Gated Process (ESGP), drive technology maturation efficiency, prototype development schedule adherence, and advanced technical performance across the Phantom Works portfolio. By partnering closely with business analytics and program teams, this position will optimize operational excellence through effective management of key performance metrics.

Key Responsibilities:

  • Lead and manage business operations initiatives supporting Phantom Works programs and projects, ensuring alignment with organizational goals and customer commitments.
  • Collaborate with program teams to implement and sustain Program Management Best Practices (PMBP), including risk/issue/opportunity management, change management, and performance tracking.
  • Provide coaching, guidance, and functional support to program and division personnel on business operations and program management processes.
  • Facilitate integration of plans, schedules, and resource management across multiple projects to optimize performance and delivery.
  • Drive continuous improvement by sharing best practices, lessons learned, and process enhancements across Phantom Works and Boeing Defense, Space & Security (BDS).
  • Lead business performance analysis by developing and monitoring key metrics related to cost, schedule, and technical performance.
  • Support strategic initiatives such as Enterprise Standard Gated Process (ESGP) implementation.
  • Act as a liaison between Phantom Works and other Boeing functional organizations to strengthen collaboration and program execution.
  • Communicate business operations status, risks, and opportunities to senior leadership and stakeholders.
  • Ensure compliance with export control regulations and Boeing policies.

This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at the listed location.

This position requires an active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Basic Qualifications:

  • Bachelor’s degree in Business, Engineering, or related field
  • 5+ years of experience with Program Management / Project Management
  • 5+ years of experience developing and maintaining relationships and partnerships with customers, stakeholders, peers, partners, and/or direct reports
  • 5+ years of experience analyzing data and developing metrics to track performance to plan for a business/organization
  • 5+ years of experience with end-to-end project/program management: conception and initiation, planning, execution, performance/monitoring, and project closeout
  • 5+ years of experience building and presenting plans to executive leadership
  • Proven ability to lead cross-functional teams and influence through collaboration and partnership.
  • Experience with Program Management Best Practices (PMBP) and enterprise gated processes.
  • Strong analytical skills with experience developing and tracking performance metrics.
  • Excellent communication and interpersonal skills, capable of engaging with all levels of the organization.

Preferred Qualifications:

  • Masters Degree or higher
  • Currently possess a Program Management Professional certification - Project Management Professional (PMP) certification OR Program Management Institute (PMI) certification
  • Experience in Program Management Best Practices (i.e., Requirements Management, Resource Management, Integrated Planning and Scheduling, Financial Oversight, Earned Value Management (EVM), Program Performance Management, Supplier Integration, RIO (Risk, Issue, Opportunity) Management, Program Communication, Senior Leadership Reviews, etc.)
  • Experience supporting advanced research and development or technology innovation programs.

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary Pay Range: $132,600 - $179,400
