The Boeing Defense Space & Security (BDS) Business Development & Strategy Business Capture organization is responsible for a range of domestic and international program and Key Capture campaign support activities.

We are seeking an Experienced orSenior Business Capture Professional - Cost Analysis and Cost Volume Development who will provide Business Capture support for key programs. Business Capture is a dynamic organization specializing in the capture of competitive acquisition in both domestic and international proposals. You will gain exposure to a variety of programs across the BDS and BGS portfolio. This position is based out of Berkeley, MO, but the chosen candidate may sit at any major BDS site.

Responsibilities:

  • Competitive Assessment estimates - analyzing a competitor’s cost elements and rates, and using this information to develop cost models which predict any competitor’s program costs for each phase of a program
  • Rough Order of Magnitude (ROM) Cost/Price-to-Win Affordability targets – preparing and reviewing cost targets to compare Boeing cost to competitors costs
  • Proposal Cost Volume – developing the architecture and supporting substantiation of Cost Volume narrative including Basis of Estimate (BOEs)
  • Horizontal Proposal Volume Integration – providing the linkage required between Cost Volumes and other proposal components such as Technical, Management, and Program Plans and Schedules (IMP/IMS).
  • Competitor Financial Assessment – complete overall competitor financial assessments by analyzing financial statements, earnings calls, and competitor behaviors
  • Prepare and deliver Competitive Cost Assessments to Executive Leadership across multiple functions

This position is considered Hybrid. The selected candidate will be required to perform some work onsite at one of the listed locations. The proposed schedule is 4 days on site and 1 day WFH.

This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim prestart and final U.S. Secret Clearance Post-Start is required.

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s Degree
  • 5 or more years of Competitive Acquisition Experience
  • Experience developing or evaluating cost/price proposals and business cases
  • 5 or more years Parametric Estimating Experience
  • 5 or more years of experience working with cross-functional teams
  • Experience with the DOD Budgeting and acquisition process

Preferred Qualifications (Desired Skills/Experience):

  • Qualifying question for multilevel-8 years
  • Master’s Degree
  • Active Secret Clearance or higher
  • Previous Competitive Assessment or Price to Win Experience

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary Pay Range:

Level 4: $109,650– $148,350

Level 5: $136,000 - $184,000
