Boeing Globe Service (BGS) Government Service has an exciting opportunity for a Senior Project Management Specialist - to join the C-17 Flight Deck Replacement (FDR) Program in Long Beach, California.

This position will report to the Senior Program Manager (FDR). This critical role on the team helps manage the business and performance of the program to drive successful outcomes. Position will be responsible and accountable for the FDR program execution in managing the scope, schedule, budget and risks. We are seeking a highly experienced Senior Project Manager with a strong background in managing U.S. Government Engineering and Manufacturing Development (EMD) programs and Earned Value Management (EVM).

The ideal candidate will have over 10 years of experience managing large-scale development projects, demonstrating expertise in cost account management, Contract Data Requirements List (CDRL) tracking, and the application of project management best practices. The Senior Project Manager will act as primary project contact and be responsible for leading cross-functional teams, ensuring project deliverables are met on time and within budget, while continuously seeking opportunities for process improvement.

Position Responsibilities:

  • Lead, develop, coordinate, integrate, analyze, and manage complex projects from initiation through completion, ensuring alignment with organizational goals and objectives
  • Utilize Earned Value Management (EVM) techniques to monitor project performance, analyze variances, and implement corrective actions as necessary
  • Oversee cost account management, ensuring accurate tracking and reporting of project costs and budgets
  • Manage CDRL tracking to ensure compliance with contractual requirements and timely submission of deliverables
  • Employ project management best practices, tools, and processes to enhance project execution and delivery
  • Generate and analyze performance metrics to assess project health and drive decision-making
  • Conduct risk management & assessment activities using RIO (Risk Identification and Opportunity) and BORIS (Baseline, Opportunity, Risk, Issue, and Schedule) tool to proactively identify and mitigate risks
  • Utilize scheduling tools to develop, maintain, and communicate project schedules, ensuring timely completion of milestones
  • Collaborate with stakeholders to ensure effective communication and alignment throughout the project lifecycle
  • Apply Lean concepts to identify inefficiencies and implement continuous improvement initiatives across project processes
  • Mentor and guide junior project managers and team members in project management methodologies and best practices

Basic Qualifications (Required Skills/Experience):

  • 10+ years’ experience in a role requiring project / program management skills
  • Experience managing and prioritizing tasks in a fast-paced environment
  • Experience developing and maintaining relationships and partnerships with customers, stakeholders, peers and functional partners
  • Experience managing complex development projects from inception thru fielding / sustainment transition
  • Experience with DOD and/or government acquisition processes
  • Strong knowledge of Earned Value Management (EVM) principles
  • Proficiency in cost account management and CDRL tracking
  • Demonstrated ability to generate and analyze performance metrics
  • Strong risk management skills, with experience using BORIS tool
  • Knowledge of Lean principles and a track record of implementing process improvements

Preferred Qualifications (Desired Skills/Experience):

  • 15+ years’ experience in a role requiring project / program management skills
  • Program Management Best Practices or PMI certification (Project Management Professional -PMP) or equivalent is highly desirable
  • Experience with DAU (Defense Acquisition University) acquisition training
  • Able to work independently without high levels of supervision (self-motivated)
  • Additional certifications in Lean, Six Sigma, or related methodologies are a plus

Pay is based upon candidate experience and qualifications, as well as market and business considerations. 

Summary pay range (level 4): $115,600 - $156,400

Summary pay range (level 5): $141,950 - $192,050
